PENRITH BID MANAGEMENT AND ADMINISTRATION – SERVICE REQUIREMENT
Purpose
To assist the directors of the Penrith BID Company Ltd to implement the five objectives and
project priorities as presented in the Business Improvement District Business Plan 2018-2023.
Main Tasks, Duties and Responsibilities
Governance of the BID
 Work with the board of directors to ensure that Penrith BID Company Ltd is run responsibly
and lawfully, complying with any reporting requirements and regulations as may be
necessary from time to time.
 Develop and maintain an effective working relationship with the Chair and the Board of
Directors and ensure that they are regularly briefed, advised and supported to fulfil their
roles.
 Organise, publicise and hold General Meetings including the required AGM in line with the
requirements of the Company Articles of Association.
 Report on progress to the board of directors as required, including quarterly updates and
preparation of an Annual Report on performance.
Programme management
 Manage the delivery of the programme of projects and activities as set out in the Penrith
BID Proposal and business plan 2018-23 and/or those agreed in writing by the board of
directors.
 Prepare and maintain project management systems to ensure the effective planning,
monitoring and delivery of all BID projects and activities.

 With support from the Company Finance Director, manage the programme budget,
including management of cashflow and expenditure, and maintain records of all income and
expenditure.

 Manage and monitor service contracts which support the BID, and which may include
marketing services and web management, accounting and other services as required.
Communications
 Maintain an up to date database of all relevant levy payers, including voluntary
contributors, and keep a register of members on behalf of the Penrith BID Company Ltd.
 Prepare and deliver a Communications Plan to maintain effective communications with BID
levy-payers, including Company Members and Directors.
 Maximise the opportunities to keep all key stakeholders, including residents and elected
representatives informed using a multi-channel approach, including:
o a regular e-newsletter, bulletin or similar;
o news and other items for the website;
o public announcements and promotions for use on the BID’s social media.
 Prepare an annual report to be distributed to levy payers each year with the annual billing.

Stakeholder engagement
 As the interface between the board of directors and the BID levy payers, work with key
stakeholders and local businesses to attract additional BID partners, investment and trade
to the town centre and secure additional funding in the form of grants, sponsorships and
partnership contributions in accordance with the BID Business Plan budget.
 Behave at all times as a credible ambassador for Penrith, and for the Penrith BID Company
Limited, safeguarding and promoting their good name and reputation.
Performance management
 Engage with potential sponsors and suppliers to ensure that the BID is effective and
efficient in delivering projects and activities on behalf of the levy-payers.
 Manage and maintain a set of benchmarking indicators, measuring the performance of the
BID programme of projects and activities within and throughout the Penrith BID area.
Accountability

 Ensure that all BID levy-payers are kept informed of the projects, services and activities of
the Penrith BID and all their enquiries for information are dealt with courteously and as
efficiently as possible.
And other tasks commensurate with administration of the Business Improvement District.

INVITATION TO TENDER
Tenders are invited from persons, or organisations, who can demonstrate their suitability to
supply the services required to implement this demanding but very exciting Business
Improvement District. Please find copy of the BID Proposal and Business Plan 2018-23 and
other background information on our website at: www.penrithbid.co.uk
The contract is initially for a period of 12 months, but may be extended subject to a
performance review and assessment of the business needs of Penrith BID Company Ltd.
The expectation is that these tasks, duties and responsibilities can be delivered at a minimum of
120 days over the 12 months.

The tenders will be discussed at our next meeting on the 10 th April and further communication
